What happened to my right to speedy trial?

Last week, I got a ticket for doing 52 in a 40 in Plano. Today, I went to take care of it. Apparently, the city of Plano is having problems with the electronic ticket system they use. So, my ticket is not in the system. They will be sending me a letter when it is in the system. I find this highly annoying. I try to tightly budget my money, and I do have to take my lunch time at work to go over to take care of this. So, now I have to let the money for the ticket languish in my bank account until they send me the letter. Then, I get to go back to the court and pay my fees. I think paper tickets would be much more efficient in this case.
