This actually makes a lot of sense
MS is banking on making money off of people making things for Windows 10. It will also:
1. Allow them to improve claims of Windows security.
2. Improve corporate adoption of Windows 10. One reason corporations often don’t upgrade their Windows machines is that the cost can be a major hit to the IT budget. $50 for one machine is not much. $50 per machine when you have thousands of machines can be a budget breaker.
